1080ti will not boost

since installing new motherboard ram and cpu ,the gpu will not boost higher than 1480-mhz. i have tried all the usual things ,new drivers,driver cleaner, reinstalled windows,re seating card pulling my hair out here ,any ideas folks ?
 
Weird. Have you tried manually messing with the clock speeds and/or power/voltage sliders in Afterburner or something similar?
 
hi guys, strange thing is when i adjust the power limit slider (afterburner ,even only +1) and apply it either black screens or locks up straight away.
 
tried another power supply mate same old ,im now wondering if its worth waiting on a new bios for my motherboard (rog maximus x formula)?
 
Don't see it being a bios problem I have the same mono and cpu with the latest bios running a old 780 with no problem .

don't have gpu tweak ii installed by any chance do you?
 
still the same mate,had the problem before i installed tweak but tryed your suggestion ,in heaven it reads clocks as 1911mhz(which was what it used to boost to at stock) but afterburner reads 1481mhz.

what does it say on GPU-Z?

download MSI kombuster if you don't have it, click start stress and watch the clocks on GPU-Z

I had cpuid read 1550 or something the standard idle clock but all others read 1949 the boost. I eventually after realising my frames are where they should be realised it doesn't matter. So if it really is 1400 or so you expect a noticeable frame drop compared to a review.
Therefore does your card appear noticeably slower or lower FPS than a review?
