It is my understanding that this woman had a fear of motorways, or maybe her disability caused her to have problems while driving. In addition from what I know she went onto the motorway 'accidentally'.
Now I agree that she needs to be a capable driver but it seems she does not normally drive on motorways and so long as she is competent on the other roads and it was really accidental for some reason I think some reactions are over-the-top she hardly set out to cause a hazard which does not change that she did however I believe motive / intent should be a key issue in deciding punishments and frankly I think none was needed if it was just a honest mistake.
