Unlikely considering those kinds of connectors are proprietary to whatever computer (or motherboard) is was designed for and I doubt that there would be an adaptor that would convert it back to standard 24 pin ATX as there are only adaptors that convert 24 pin ATX connectors to the proprietary ATX power connector on the motherboard.
It doesn't have 5V.
5V standby isn't meant to power things similar to actual 5V rail, but just provide power for mobo's ATX power on circuitry/wake up functionality.
