In CPU-Z go to the SPD tab and select a piece of RAM.
It should show you rough timings and volts to start with which makes it really easy to change.

Hardly enough performance difference between the two, so best go with the one that will save you money to spend on other parts of the PC.

Although if you're using something like AMD's APUs, then the faster RAM will give the inbuilt GPU a good performance boost.
