On PAL UK Gamecubes the Progressive Scan signal was disabled. Although many UK GC's feature the analog and digital outputs. This was to allow most games to carry the 50/60hz signals although on some PAL GC games we didn't get a choice. 50hz o-rama for us UK punters on Luigi's Mansion and Wave Race: Blue Storm for example.

You do need a NTSC GC with a component cable to achieve this.

You can getComponent cables for the GC .. And you can get a Component to VGA convert box pretty cheap.. But if you want you can MOD a component GC cable fora bout £4 .. with a VGA end.. think it just need 1 resister and a VGA connector from an electrical store.

I modded some GC cables in the past for just this and works a treat, Try and gogole for the guides..

Only expensive bit is importing the component lead from japan or US ..which were pretty rare and often out of stock and pretty expensive import @ £35 ..
 
I use a component lead on my GD to my HD tv it looks a lot better than any another connection including the RGB Scart, All the leads I have are official. My GC is from the end of 2003 so it has the digital out, you have to use the analogue one at the same time with composite leads to get the audio out.
 
It still isn't display a progressive image.

With the US GC you hold down B while booting up and you're given the option to switch to 480p. My original Pal GC didn't.

It does work on UK consoles as long as you use a freeloader disc and the US version of the game.
