could be your case layout?
cables... wires...?
have you got chasis fans in there?
keeping the whole area over your mobo/gfx/cpu clear makes a difference, and not blocking the front chasis fan so it gets air in and out through the back.
just boring stuff like that can make a difference.. maybe you have done that though

yeah mine used to hit mid 80's under gaming without probs. mines a x1800xt 512mb pe 2.
