A few questions:

1 - Do I need an optical drive to install windows? I have a USB drive for a laptop I could use if needed, or can I install via USB?

2 - Any issues with component compatibility?

1 - No optical drive needed, just install via USB.

2a - Use a quad channel memory kit rather than two dual channel kits.

2b - The Hyper 212 EVO isn't listed as 2011(-3) compatible, but people have reported that it does come with the brackets needed, so just be aware of this.
 
The EVGA G2 has a much longer warranty (10 years). If that doesn't interest you then the SuperFlower Leadex Plat 850W is on offer this week for £2 less than the Gold version.

The Crucial BX100 are good value SSD's and they are currently cheaper than the 850 EVO for the 250GB and 500GB versions.

The paste that comes with the Noctua cooler will be good enough so you don't really need to buy extra.

The Samsung Evo's are pretty cheap in my country, about 15% less than in the UK and less than the BX100's.
