It’s when you use such a radio without a licence that you are in breach of OFCOM regulations.

Yup - I don't know if the model he named is capable of being operated within the PMR446 spec or not but the key thing is if they are capable of and that you stay within when operating them if you want to avoid any trouble. Not something you want to get wrong really as depending on what you interfere with if you did the response could be anywhere from slap on the wrist to actual proper deep **** if you interfered with air traffic control, etc.
