£200 for amp and speaker setup

Flac is lossless audio, identical to CD's. MP's are lossy so lower quality.
You can't convert mp3's to flac, it'll just sound worse. Your system should sound better than PC speakers. Get the amp checked over, usual things like both channels working, check potentimeters, fets, electrical safety etc.

You won't need a sub, like I said I have B&W 601 and if you're close to them (PC use) you'll find the bass more than enough. Buy a subwoofer last. In a 4m x 3.5m room, Hi-Fi setup I don't need a subwoofer either (another pair of standmounts)

After the speakers, compare your Rotel to new amp, again in the £200-£250 bracket. When demoing speakers ask for them to use your Rotel and a new amp, so you get a idea what the Rotel sounds like, compared to others.

If you buy £200-£250 second hand or ex-demo speakers you'll get a good pair.

so is there any speakers which are considered gd? or shall i just get any bookshelves for about £100.

and what sound card should I get? or is onboard decent enough? I've read better soundcards help mp3 quality, all my music is in mp3 format :S is there format you can convert mp3's to to get better sound quality?

Just browse the auction site for Hi-Fi speakers with "buy it now" those Kef Q15 with stands are good- you'll want stands, so are Monitor Audio, B&W, Rega, Castle etc. You're going to buy blind PC speakers anyway, so might as well go for used Hi-Fi speakers. I had Kef Q15 and excellent speakers.

Upgrading from onboard to dedicated is worthwhile, but again just put your money into speakers first, then later add a soundcard.

If your MP3's are 165kps or below I would delete them, and re-rip to flac.
