The key issue with buying more expensive equipment is that manufacturers tend to have an "in house" style of presentation. What I mean by that is that Linn tends to be very clean, detailed, though some find it a little clinical. Naim are more forward than most, sounds a lot of fun, but can be wearing with compressed music, MF is much more laid back, great tonality, but can be boring for some. So your brother really needs to decide what style of presentation he wants, and the only way to really decide that is to go and listen to a variety of kit. After all, he probably wouldn't buy a car without driving it, so don't buy without listening.

Kit that he may chose to audition could include: Meridian, Linn, Naim, Arcam, Musical Fidelity, all of whom have stuff within his price bracket.

If he wishes to go the NAS solution, then my suggestion would be an SB+ (use google to get more info). Not cheap, but a much better source than a standard SB3. Link that to a decent s/h amp and tack on a pair of good speakers. Might cost slightly more than the £2k budget, but will blow the socks of the most of the manufacturers already listed.
