They are not allowed to race in the pit lane, due to safety reasons, its happened before and the drivers have been punished after the race. Sato cut the line at the exit to the pits so hes in more trouble for that.

They weren't racing in the pit lane though? Both cars travelling at the same speed, they only raced when they got back out on track.

I was under the impression that a lollipop man can NOT release a car if itll cause a clash with another car down the pit lane, hence he should have kept webber till sato was further forward. Webber jumping the gun and leaving the pit box when he did put both him, Sato and other people in the pit lane at risk if they came together and crashed.

Then Webber forced him over the white line.

I didn't see anyone racing. They weren't trying to get in front of the other car. As the commentary said it was all electrical, just a case of fastest finger first.
