It's Nvidia, I'm sure they would like to release some mega expensive GPU that's totally pointless before a new gen..

Doubt it though, even if they did I wouldn't buy it so close to a new gen of cards.
 
What may happen is that we get a 7nm Ampere Titan early in 2020. The present TREX cores can then go towards a 2080Ti Super, which will tide-over enthusiasts (at least ones who don't buy the Titan) until Summer/early Autumn for a full Ampere launch.

If nVidia have a glut of Ti chips I can see them doing it to stimulate demand, if only to move the price bracket down slightly and move the Super into the 'old' Ti pricing.
