2080ti to a 3070?

even that's not worth it

In fact if we're being honest here, there is no RTx3000 gpu that's worth upgrading to from a 2080ti. I went from a 2080ti to a 3090 but I didn't care about whether it was worth it or good value but I know most consumers do care about those things and there is no upgrade from the 2080ti that makes a whole lot of sense if you care about the money you're spending

Worth it in terms of performance, cost is another issue.... .

3080FE isn't that difficult to get hold of for MSRP if you set up notifications of when they drop, just might take a while.

Had a 2080Ti previously which I've sold, bought two 3080FE's, sold one and kept the other. The one per address limit isn't that hard to get around.

3080 is a sidegrade or downgrade in terms of VRAM though.

True but the performance bump is decent enough to counteract that, and you get superior RT performance if that's of concern to you. My friend sold his 2080 Ti and got a 3080 AIB model for £50 more only. If he'd managed to source an FE he'd have made £500!

You are better of waiting for the next gen cards , unless you can sell it and get 3080fe on drop for no extra cost or even have some money left over
