Noticed this when monitoring my CPU. It's overclocked to 4.1GHz, but when the PC is idling the clock speed doesn't drop to 1.6GHz like it used to. Any suggestions?

Don't think so, there are a few like C-State and Speedstep, but I'm not too sure what they do. I thought Speedstep would down clock the CPU, but it's enabled and not doing it! I'm using EVGA Precision :)

Speed step should indeed knock it down, never been sure about C-states but I think they might have something to do with it... Try using CPU-Z, it might be EVGA Precision that is the issue.

Sorry! Been a bit busy the last week. Still no luck after changing settings about, really don't understand why this has happened. It decreases voltage a bit, but always keeps my clocks high. Could Windows 8 have something to do with it?

I'm having the exact same problem, again an MSI board. It was fine on my old p67 board but not having any of it with the z77, I've tried 3 different BIOSs (10.0, 10.5 and 10.7), played with all the C-state settings etc and no luck!

Posted the same thing the other day - strange that a few of us are having this issue all of a sudden.
Another MSI board or not?
As I say mine may have been doing this for a while but I've not actively checked til a couple of weeks back but as I say, was A-OK on my p67 board.

Mine is clocking down but only to 3.7Ghz (from 4Ghz), rather than the 1.6Ghz it used to.

It's overclocked but only by changing the turbo-boost ratios in the BIOS to 40x for all four settings (1-4 cores in use), so when loaded at all it should run at 4Ghz (it does) but should still drop back down to 1.6Ghz when idle, from what I understand.

i recently updated cpuz to 1.62 and it was showing my 2600k not downclocking, went back to 1.61 and its fine.

its cpuz fault!!!!

I had the same issue after I reinstalled Windows 8 yesterday, it was CPU-Z version 1.62, I am now using CPU-Z 1.61 and it is fine, after changing Windows power settings back to Balanced from High Power.
