I don't think it's possible.

As far as I'm aware, the maximum size for a FAT32 partition is 4GB. I might be wrong though.

Perhaps you could have 62 4GB partitions ;)
 
You can use just about any LiveCD such as knoppix etc if you can't find a program to run from windows.

4GB is the file size limitation. Fat32 partitions can be multiple TB's in size but XP can only format up to 32GB.

I found a program called Swissknife from Compuapps it's freeware and really easy to use. A FAT32 partition can be up to 2TB in size.

I have a portable hard drive which holds 160GB and is formatted FAT32. 4GB is the maximum file size you can move at one time. You can move a 3GB file onto a FAT32 drive just fine, but not a 6GB one.
