2nd PC Problem - Minor

Just completed my 2nd build, all running fine apart from the motherboard only recognising 1 core of my E6600. Also my 8400GS's Fan is running at Full Speed non stop and it is very annoying for such a little fan, I installed Rivatuner and the option to lower the speed isnt there like my 8800 GTX. Probably an easy solution so hit me!
 
It is a RMA GA-P35C-DS3R, and I've just reset the CMOS and it still displays as "number of cores" 1 in Coretemp - and only 1 in Speedfan.
 
if you're talking about the Green Graphs then I have 1. I had this dual core running in my main PC a week ago and it was Fine.
 
Go into device manager and expand on the Computer. Is the ACPI PC Driver you are using showing as uni-processor?

If it is, then this is your problem. Uninstall the driver by right clicking on the device. Then install the device selecting "ACPI Multiprocessor PC"

It was already ACPI Multiprocessor PC and under the Processor tab it is only showing 1 core aswell. Maybe this issue isn't as minor as i thought.

Also on the subject of GPU Fan Speed + my 8400 GS - I have tried Rivatuner / ATi Tool & NTUNE and no sucess.
 
tried reinstalling the driver but nothing happens, i will try repair from the windows disk.
 
for some odd reason CPU Multi Threading was disabled, even though i cleared the bios and loaded optimized bios. It now appears as 2, but when I go back into bios "CPU Multi Threading" is no longer there. What must I do to get it back, and thank you Admiral Huddy for your help.
