Right click on random parts of that window, maybe the show overclocking button?

And it is not going to help your case. Multi Display Power Saver would force the card to P8 state with low clocks when card thinks it should be running faster.
Yours is already in P8, only the usage is high. And usage comes from 4k@144hz.
Yea makes sense. My cards already 'idle' yet somehow load seems too high for fan-stop...

In case it's of any help here's mine. Inspector seem to pick up the core or mem O/C fully, but the rest seems good.

What resolution / refresh rate you running at? The 23W board power suggests lower than 3840x1600@144?
 
No resolution sadly. A workaround I have found is opening a full screen light application such as an empty notepad or Server Manager results in GPU load diping under 30W, and the fans stop after 20-30s, then close the application and the fans wont start again till a game or some GPU heavy starts.

I did open a case with nvidia support, but the guys where clueless.
Kept talking about the fans not needing to start till GPU temp hits 60C, which I have shown not to be the case.
Then they asked for GPU-Z logs while I was playing a game... even after I clarified and said to them there isnt any issue when playing a game.

Funny enough it came up that this was a replacement GPU for coil-whine, and I mentioned this one still has it. They asked for another video, but he this time said "Give it some more time, get back to us", so not sure what to make of that...

One thing they did ask, which I hadnt bothered to test was to put the GPU in another computer. It just about fit into my previous mATX build, and same issue.
At 3840x1600@144hz GPU load stays above 30W at desktop so the fans dont stop...
Coil-whine was weridly worse in the old PC too..

Anyway... for now I am just going to have to open notepad for 20s anytime I want the fans to stop !
 
40w~ seems to be where mine always idles. The previous one did too. Never really goes below 30W.

Ill play with refresh rate. Not that Id actually stick to anything lower, but just to see what that does to power.
It should be around 10-15W. It seems like there is something running in the background using the GPU. Task Manager in Windows now allows you to sort programs by GPU usage, check there (launch it by pressing Ctrl+Shift+ESC, you may have to expand the window to see the GPU usage section).

Also, try lowering desktop resolution to 2560x1440, does it still happen? I take it you've run a virus scan? You haven't got any bloatware software from your motherboard manufacturer installed, like MSI Dragon Centre, have you?

If I lower the refresh rate to 60hz, the idle use drops from 34-35 down to 21-24.
I am sure if I lowered the resolution too, it would drop even further.

I guess the reality of the situation is that driving a 3840x1600 resolution at 144hz does take some GPU work, even at desktop...
 
I cant quiet work out why, but with HDR enabled, a white or bright screen seems to drop GPU use. (Hence an empty notepad works to stop the fans?)
If I just disable HDR, power use drops from 34W~ to about 28W~, which results in the fans stopping very soon after.

Despite it not seeming to make any difference at desktop? I cant see anything change when I enable/disable HDR. Its only in games where I can see the difference.
Kinda annoying that you need to have HDR on in Windows to be able to enable it in games :/
