3600x always idle at 1.4v causing high temps and noise

I wondered why my CPU fan is always pretty noisy so I checked CPU-Z.

It is indicating that my core voltage is always around 1.44v and a core speed of 4.3MHz and a CPU temp of around 60c.

I've tried the Windows power mode of 'Balanced' and 'Ryzen Balenced' and it doesn't change.

If I change my Windows power settings to 'Power Saver' my CPU drops down to 0.9v and a core speed of 2.2MHZ and a CPU temp of around 35c. This seems right for a PC on idle.

Unfortunatly I can't leave it on this power saver mode as it never ramps up properly when gaming/using the machine.

Any ideas on what might be causing these issues?
 
Windows is up to date.

I've been through every process and application that is running and shut them down, still at 1.4v which is the Boost setting for this CPU.

Something weird I did notice, when i open Task Manager the CPU drops down to 0.9v but when i close Task Manager it boosts back up to 1.4v!!
 
Have you checked for viruses?
Yup, even tried a fresh Windows install.

The OP has rife same issue as me, I mean exactly the same too, right down to the only thing that changes idle voltages is power saver mode.

I did stop all running apps in system tray to see if it made a difference, and saw voltages back at next to nothing... however cannot seem to identify the app closed causing it as I've gone through each of them individually and no joy.

This issue never existed until the last two bios updates.

From Googling it looks quite commmon but i'm yet to find a fix. I just find threads of similar people asking the same question.
 
There is no other software monitoring programs running. I've tested with CPUZ and my motherboards (MSI) monitor software and both report the same.

I've tried the Windows Balanced Ryzen plan and it didnt change.

How do I enable the 'cool n quiet'?
 
Yeh using Ryzen Master it shows 1.4v but it varies between 1core running and up to 3-4 cores running, this is idle.
 
Im on latest chipset drivers, no monitoring software, using ryzen balanced power plan and temps are 1.44 to 1.48 idle in ryzen master. Not overly worried but it is annoying as the fans are constantly spinning up and down.
We have exactly the same problem, it’s so frustrating.
 
When I use Ryzen Master, with the other monitoring apps off, I get the 300mhz / sleep few minutes turning the PC on. Not all cores, but some sleep, other very low frequencies.
Starting the HWinfo64 while the Ryzen Master still open, would marginally increase the idling frequencies of the cores, if anything, but no boost required. But the HWinfo64 shows 4.2 (using the 3600, not the 3600x).

yeh majority of the cores go to sleep but the ones that stay active (it bounces around which cores are awake) are at 4.2MHz
