Wheres the topic with everyone results then? Can this program show which part of my computer is letting me down, be it graphics card, cpu, memory etc...?

Well it has a cpu and a gfx test, you can see wich one's lower ( the score, not the fps ) that part usually needs updating, ie I have 5300 3dmarks but 10k cpumarks (in 3dmark 05), wich imo means I should get a new gfx card first for faster gaming.
For 06 It works in a similair way imo, if your sm3 and sm2 scores are lower than you cpu ones, than you might need a new gfx card more badly than a new cpu.

While looking at your spec, you need both a cpu and a gfx upgrade, but a gfx upgrade would help a lot more, coupled with a 1950 pro you should be able to play anything out atm on medium - high on a normall resolution and with basic levels of AA & AF.

Atm your spec is pretty much like mine, I'm getting gfx lag in all but 1 game, supreme commander, wich both needs a better gfx card and more cpu power.
Memory is fine, 2 gb for xp 3 ish gb for vista is enough to play anything without stutter on a clean windows.

Supreme Commander just needs raw cpu power imho... in a long match, my dual core 3Ghz Core2Duo is at 99% cpu load (on both cores).

Give SupCom a Quad and its a lot happier.

But when the CPU's not busy, even a humble 8600GT seems to give smooth fps.

Yes but a 6800gs isn't adequate, I had a mate with a 3500+ amd and a 1950pro, he had over double my fps at start of games, but later he got 1-2 fps while for me it was still playable at 10-15 fps....
Once you have a dualcore, you need something around a 1950 pro or like you said a 8600GT, to keep it near 30 fps...
An 7600GT would not be enough, while a PD 2.8 ghz should in theory be enough for all current games.

In theory yes, but try new drivers/new install, re-check if the card isn't overheating and check if the power plug is firmly into the card: your card is terribly underperforming, you should get about the same score as me as you have a slower cpu and a bit faster gfx card.

I'm getting these results from my spec in sig, you are supposed to have similar reults:

3DMark Score 2675 3DMarks
SM 2.0 Score 1061 Marks
SM 3.0 Score 921 Marks
CPU Score 1953 Marks

How do you check drivers as I have gone onto device manager to update and says im upto date yet havent updated since Ive had the card. Defo not overheating. I have 1X 200mm fan, 4 X 120mm fans and system runs at 26 degrees idle so im sure its cold enough. Im only 2.8Ghz not 4 Ghz. but i have a better graphics card
 
If your card dnoesnt have a slot for a molex or pci-e plug then nvm about the power.
How long ago did you last update your drivers?
If it was any longer than 2 months ago then get new drivers from here:

Scan your computer for virusses and spyware too, really that score for that card, it's bad...
 
Ive got norton on it and fine. Ive had the card over a year I think and never updated drivers will do so now, cheers
