Because making people sit through 6 minutes of 0.0001fps of 2 cpu tests right in the middle of the benchmarking instead of at the end like before means that if you want to do serious benching without it taking ages you will fork out cash.

I mean it wouldnt take much to put the slow and silly cpu tests at the end like 2001/03 and 05 now would it?
 
cant see anything that says they accept paypal, or id use it.

also cant use a debit card as its a solo and isnt accepted

Rather big difference is that the CPU tests are taken into account when calculating the score in 3DMark06, so it makes zero difference where they happen to be. If you have the Pro version you can turn them off, but you dont' get a score that way. It's a change in the way the test works, but doesn't exactly unfairly discriminate against free users.
