£400 Spec Please (NOT for gaming)

Hi guys,
I need a spec for a PC around £400 please. Monitor, keyboard, mouse and speakers are not required. OS is required. No graphics card will be required, integrated will be sufficient.
Was looking at a i3 2100 coupled with a Ivy Bridge chipset, so when it is needed to be upgraded, I could perhaps chuck my 3570k in and get a new one myself. It's for a family member, basic web surfing, email checking and will hopefully last a good few years without needing to upgrade a major component.

Based on free shipping which you should just have, cheapest i5 system.
 
That Anandtech link is for the 2100 which runs 200mhz slower and uses the Sandybridge architecture which is also around 10% slower clock for clock than Ivybridge, so not quite an accurate assessment of performance between the two.

The difference is about 3-5%...
