For gaming you should be set for a long while yet. DX12 is supposed to reduce cpu overheads by 50% compared to DX11, which should further increase the lifespan of your cpu.

No idea about PS4 but I'm pretty sure all eight cores are now available to xbone developers.

Nope. Both have 6 cores although MS recently made up to 70% of the 7th core available for for devs.
