4k recommendations non 3D

My dad wants to get a 4K monitor for his PC, specs are

Gigabyte H81M-H motherboard
4GB ram
Intel G3220 processor
Onboard graphics

Can you recommend a 4k monitor and graphics card to go with it? Maybe an RX570 is overkill?

Presumably that MB and CPU will be ok since it's not for 3D gaming and for light Photoshop work.

That CPU doesn't support 4K so you need a GPU. The cheaper GPUs seem to have switched to HDMI 2.0 which is an issue for 4K monitors.
