Not with a 1080Ti powering it, heck, even a 2080Ti isn't really good enough for 4K over 60fps. Comeback for the 3080/4080Ti if you want consistent framerates over 60 at 4K.
That and 3440x1440.

I have a high refresh 4k monitor (and a high refresh 3440x1440 monitor) and a 2080 Ti, so when @Cooper said that a 2080 Ti just about coped with 4k, I could say from experience that he was talking complete rubbish. So I did. You might note that @Cooper has a RTX 2080 and not a 2080 Ti, so is speaking from a position of ignorance, not knowledge. Sure you can enable RTX and other GPU killers, but I'm happily playing Borderlands 3 with details mostly cranked at 4k (Volumetric Fog is dropped to medium) and getting over 60 fps. And it's not just me: look at the frame rates @fantasticCG is getting.
