I am considering getting a 4k monitor but I am unsure if my hardware is capable of running it with decent performance.

Assuming I get poor performance can I set lower resolutions of say 1440p for example.

My system spec is in the sig strip.

Dont count on it, no matter what single gpu card you put in your machine it wont be enough for 60 fps unless you sacrifice a lot of settings depending on the game of course. If your perception of decent performance is less than 60fps then it might be possible. When lowering the resolution 1080p would be better and look better as fare as i know, because it would be 4 screen pixels per 1 1080p pixel if that makes any sense to you?
 
Your machine has no chance of running 4k games well, you can however play in 1080p as it's exactly half the resolution, 1440p won't look as crisp as the native resolution though.
 
If your getting 40fps at 1080p
then 4k should give you 10fps with the same settings

As 4k is 4 times the amount of pixels compared to 1080p..

1920 x 1080 = 2073600 pixels
3840 x 2160 = 8294400 pixels
