5800X3D only @ 3600?

I have just upgraded my gaming rig to the following a couple of days ago

Asus TUF Gaming B550-Plus WIFI II
AMD Ryzen 7 5800X 3D Cache Eight Core 4.5GHz
Asus GeForce RTX 3080 TUF OC Gaming LHR 12GB
Team Group 8Pack Edition 16GB (2x8GB) DDR4 PC4-25600C14 3200MHz Dual Channel Kit (from previous build) 8Pack RAM

It just looks to me if the CPU will only run at 3600 (even under Prime95) and the RAM @ 1066?

I have enabled DOCP profile which picks up my RAM but screen shot is saying otherwise, whats going on? (me being stupid?)

Boost is single core, the base clock is 3.4GHz, under full MT load it will not hit max boost, my 3900X(base clock=3.8GHz) hits ~3.9-4GHz under Max load.

P95 hits it hard so it will not boost very high, I was seeing 3.6Ghz on it as well and it was hitting the CPU's thermal limits. Use something like Cinebench to see proper boost clocks, you should be seeing 4Ghz+ on all core boost clocks. If you use PBO2 Tuner it should be roughly 4.3/4.4Ghz.

I had the same RAM as you, and setting profile 1 worked fine with my 5800X3D, although I did manually set the DRAM voltage just in case.
 
I’m sure I had this problem and it was because the ASUS performance enhancer was set to off. Setting it to auto should fix your problem
