No you tube vids been running mine stick on that if I used YouTube before hand or any video media , anything running in the back ground ??

If I have any media tabs my 7950 sticks at 500 so possibly something along those lines also if I used any thing other than I times for music no idea why, bf3 can run at 120fps easy but if had a you tube on tab it gets about 6fps , no joke

I know exactly what is going on, it seems to be cropping up quite a lot recently, my card included.
What is happening is that youtube or any flash based video is using something they call 'hardware acceleration' to basically utilize the gpu to play the flash content. It's completely pointless as any modern cpu can handle even 1080p youtube videos just fine.
What hardware acceleration is doing is putting your card into a semi-3D power state to play the video and the clocks will not change even if you fire up a game.
To fix the issue go to a youtube video > right click > settings > untick 'hardware acceleration' > test your gpu clocks when watching video (should now remain at idle) and then fire a game up and test gpu clocks (should hit full 3D load.)
Let me know if this fixes your issue mate as it did mine!
EDIT: One thing to note, if you've played the youtube video and paused it, the clocks will still not properly fire up to 3D. I don't know if it's a driver related issue on AMD's side or poor coding from adobe flash player but it's really annoying!

They are still limited to 60 FPS, even with VSYNC disabled in the INI file AND the driver control panel. It's not really a problem for gaming, but for performance testing, it's an issue that can cause differences. We tried our best, but we just couldn't get past 60 FPS on AMD GPUs
Do you have a friend with a pc so you can try your card in their rig if not try a complete fresh install of os. and see if that works.
