Yes, definitely. All you have to do is follow the instructions from the vast array of knowledge on these forums and you can't go far wrong. You're all but guaranteed 3GHz from a 6420.
Overclocking isn't a difficult job but there are diminishing marginal returns when you start getting into the "pro" realm of water-cooling etc.
