I've never seen the point in upgrading for less than 2x performance.
Best bang for buck in your budget is probably a used 2080ti

No 2080ti is more than 2x faster than a 6600 rather than not that much faster, and certainly out performs the 6700 mentioned by a very wide margin.
Failure rate is a reasonable concern, but you would expect most cards that will fail to have failed already per bathtub curve.

The OP wanted to buy a 6700 XT, not a 6700. Are you saying the 6700 is 25%, or the 6700 XT?Yeah, at £699 with Starfield included for the 7900xt pulse, I felt it was right on the fringe of acceptable so I bought one, but £799 with no starfield = nope! (and I wouldn't have bought starfield yet otherwise, so at most would place around £20 value on that personally)Sort of in the same boat with a 6700XT - 7800XT/7900XT are just £100 overpriced for me to upgrade. I'll happily stay with this card for another year though.
