I've just bought Battlefield 3, I thought I'd be able to play at Medium settings with 60 FPS constantly however that wasn't achieved so I tried Low settings and my pc can't even run any 64 Player server at 60 FPS constantly on low.

Which leaves me thinking do you need some amazing computer say 2 680's and a I7 at 4.5 GHZ to achieve 60 FPS on High/Ultra?

My specs are

X4 955 @ 3.6
8GB XMS3 RAM
1GB 6950

Any suggestions how I can sustain 60 FPS?

Take off everything you dont need MSAA FXAA etc, motion blur, vsync, change to high setting see if that makes a difference. BF3 is very GPU VRAM intensive so i believe. My 6950 handles it well but its a 2gig card sooooo...

Done what you said, Still getting dips to 30 FPS turned everything off aswell AA and settings to high still bad FPS drops

Memory Usage Dedicated is about 920MB all the time.

The CPU is the reason when it can't hold 60fps. BF3 multiplayer is fairly CPU demanding, and I honestly don't think Phenom II X4 can uphold 60fps even when overclocked. Ignore people that tell you BF3 is not CPU intensive, as those people think some single player campaign bench result would represents online play experience. If I'm not mistaken, BF3 would use up to 6 cores, so upgrading to a Phenom II X6 should help a lot...but not sure if it would worth your effort, or may be even upgrading to something much faster like SandyBridge of Ivybridge i5/i7.
