7800X3D build crashing when scanning for new hardware

I’ve just finished building my 7800X3D build but am having issues with it instantly restarting in windows. It restarts if I scan for new hardware in device manager, try to install Logitech GHUB, try to install LAN driver, try to open OCCT (not run any tests, just loading it up).

When I first installed windows 11 I couldn’t get the LAN adapter working so I had to get a USB one to get past the install screen. It seems like there’s some issue with the hardware somewhere. Any advice would be great, should I RMA the CPU or motherboard?
 
The LAN driver doesn’t seem to be found at install, that’s when I needed the usb adapter. I’ve run memtest and no issues were found. I’ve disabled expo and running stock BIOS. Currently only have one mouse, keyboard and monitor plugged in, GPU is ok as I was using it in my last system.
 
I’m unable to install the LAN driver, after double clicking the asus setup it restarts my PC instantly. I’ve also just tested with one stick of RAM and still restarting. In my device manager the network adapter is the only component with the yellow triangle

I’ve also reseated the CPU, no bent pins or broken pads I can see. I downgraded the BIOS as well and same problem. The network adapter sometimes works to connect me to the internet (it always crashes when trying to update the driver). Is it a hardware fault of the CPU or Motherboard? I can’t see any physical damage to the Ethernet port itself.
 
So second hard did the exact same thing so that’s all good. I’ve now switched the PSU to a known working one and the high pitched noise I could hear is actually the motherboard. Must be some sort of problem with this particular motherboard and CPU.
