7870 Overclocking Issue

Installed the 7870 I purchased today and I'm having issues with overclocking. I've tried all sorts all ready and I'm left stumped for more ideas.

Basically the card runs fine stock, i.e benchmark scores are similar to other stock 7870s.

The problem is when I overclock the card it seems to throttle and cause irrattic GPU usage jumping between 64 and 100% every few seconds, this then causes stutter and a slow motion effect and performance is worse than stock. I've tried forcing voltage, powertune +20%, increasing voltage and no matter I've tried it still does it. The obvious response would just be to leave it at stock but it's only performing slightly better than my old 6950 at stock clocks.

Any ideas? I'm thinking maybe it's my PSU.
 
How are you overclocking and have you disabled CCC over clocking? Are your temps OK?

What programs are you seeing the throttling?

I've tried with CCC enabled and disabled. Temps are really good with the TF3 cooler. 3dmark11 is the noticeable once I see the stutter/slow motion effect. Other stuff like heaven and BF3 it's not as noticeable but my performance was no different to stock clocks. Which isn't right as 1200/1450 overclock should make a big difference.
 
Seems the cause of my issues were the 12.9 beta drivers. Back to 12.8 and overclocked to 1150/1450 without touching the voltage and scored 1560 in Heaven 3.0.
