It alters the maximum power the card can draw. If your card bumps up against that limit, it will be throttled in order to reduce its power consumption.

It can have a very large effect on performance. I've been using Heaven at custom ultra 2xAA settings for benching. An example:

1000/1500 0% power limit:

Average FPS: 43.9
Score: 1106
Min: 17.1
Max: 76.2

1000/1500 +20% power limit:

Average FPS: 58.0
Score: 1462
Min: 17.8
Max: 101.4

Exactly the same settings in everything apart from power limit. It was still being throttled at +20%, but that's the limit without using other software (I'm overclocking with AMD Overdrive in the standard catalyst drivers).

Of course, it can also have a very large effect on temps. Draw more power, have higher temps.
 
My 2 are sitting at 1100/6000 24/7 and temps never pass mid to high 60c so I settle at those. I kinda think that's happy ground for 7950s.

Thanks for the info. i have found it makes my card and game play must smoother runner
