7950 possible to function with no fan connected to the gpu fan header ?

I cable tied 2x 120mm fans to my 7950 after removing the stock shroud and fans.It wont boot up is this normal will 7950's not function unless the fan header is being used ?
Looks like i'll need that splitter cable or similar ? I swear I cable tied 2x 120mm to an even older card and ran the fans straight off the psu and didn't have anything connected to the card.

It's not normal, no.
You wouldn't use that header if you had a waterblock (or certain aftermarket heatsink/coolers) on there for example, so this shouldn't be any different.

Did you plug the power cable's in and you may of done the cable ties too tight as when i done this to one of my 7950's it worked fine with no fan header.

how would the cable ties being too tight affect anything ? yes the power cables were in I reseated twice no go put the old fan shroud back on plugged in and it booted fine

Im not sure why, tried again with the two 120mm and try plug the fan header in, to see if it boot's.

yea weird maybe I just needed to clear cmos
