The cheapest. Silicon lottery my friend.

Basically the chances of getting a good clocker isn't determined by brand. As you're water cooling it - honestly I would buy the cheapest and pray like everyone else :D
 
I'd probably go for one with the 7970 PCB, such ast the sapphire 950MHz model or the latest twin frozr 7950's by MSI. Looks like they are getting good overclocking results.
