8320 Overclocking and temps

I've just setup up an FX8320 on a Gigabyte 990FXA-UD3 and its being cooled by an NH-D14.

I've set the multiplier to 22.5 which takes it to 4.5GHz with 1.45v. So far so good.

What I'm struggling to understand (this is my first AMD CPU overclock for a while) is that the temps are very low. The current temp under a prime load is 36 degrees which seems to low. Idle temp is 15 degrees. I've tested using Core Temp and HWMonitor.

The second is that using Core Temp, I can see all 8 cores fluctuating from 4.5 to 2.9 to 4.5 and so on. This to me looks like throttling under load.

What do you think? Also any tips to improve the overlock / settings would be appreciated.

Cant get my head around the low load temps. On my 4770k @ 4.5GHz, that would be in the 50-60's under water.
 
Which are you looking at though as there is CPU temp and then there is 'package' temp?

My H100 keeps it below 52 with cpu max at 50.
