Why would you heat it oO

After a few years of heating to 80C and cooling to 20C over and over, the solder in cards can expand and contract enough to break connections; borking the card.

Heating it, an oven being the most convenient place, to the point at which the solder remelts, quite often gets it working again.

As per toxic fumes; if you burnt the card to a crisp in the oven, fair enough, cause for concern, but it comes out in working order or no worse than it went in; ain't nothing remotely serious going to be released- fumes probably on a level with being near a main road for five minutes at worst, doubt even that.
 
Where do you think they got rid of all the old supplies left over from the wars? It is a well known fact* that graphics card manufacturers have been secretly paid to hide it in there cards for quite a while now.
