Whats out there? For the OH to commute in... <40k on the clock and not dull as dishwater. Seems we're limited to the Cactus.

The latest shape Mazda3 with the Skyactiv engines (petrol/diesel) are all EU6 compliant and nice cars but are just out of your price range if you insist on that mileage. Have a shop round and see what's available.
