Is it worth going from a single 4000+ to a dual core opteron 165+ which hits 2.7ghz stable?

Would their be a similar performance or even better since its dual core?

(on behalf of a friend im trying to buy my dual core :D )

obviously it must be better as a 4000+ is only 2.4ghz at stock AND only a single core, compared to two 2.6ghz cores there's no comparison.
Comparing a stock 4000 to an OC'd 165 is not really fair though, if the 4000+ will OC well, to say 3ghz+ then the issue will get slightly more blurred, for current games, for example, the single core faster cpu would probably still edge the slower dual core, but obviously when games catch up with multi-core cpu's (not long imo) then it will reverse and the single core 4000+ definately be slower.
For simple future proofing the 165 is definately a worthy upgrade from a 4000
