How if possible do i scan a 6x4inch photo and just have to photo reproduced and not the rest of the a4 page if you see what i mean

Depends on the software. See if it has an option to detect edges when you scan.
Or just crop it before you save the image

VueScan can do this for you. Or just crop the image once you've scanned it in.

As mentioned, software will basically do this. Can you share the specific make/model scanner you have?
