probably, he'd comitted an offence that was enough to lose him his HGV entitlement and / or his car licence, both = loss of living.

I think it was a very poorly executed plan to get around this problem.

I've just had a stuck throttle experience myself. After accelerating away from a roundabout the pedal was stuck to the floor. I hooked the pedal up with my foot but that didn't stop the car accelerating. I kept it in 4th and used the brakes to keep the speed down until a safe place to stop where I switched off the engine and took it out of gear. I stopped without drama and didn't break the speed limit.

The cause of the problem was the wire cable fraying and catching on the inside of the cable sleeve. I managed to manually release the cable and set the throttle at a fast idle so I made it home under my own steam.
