Not that I am aware off. If you're using Windows Vista though, you can simply block file downloads all together by creating a standard user account and then setting up parental controls. If you log into the protected administrator account and open up open up Control Panel, once it has loaded up go to "User Accounts and Family Safety". Under the main heading, "User Accounts", click on "Add or remove user accounts". You will now be in the "The Manage Accounts" page, click on "Create a new account" option

Now it will ask you to name the account and choose an account type. Type the accounts name in and then make sure the account type selected is "Standard User" and not "Administrator". Then click the "Create Account" button at the bottom.

Now under "Additional things you can do" it will say "Set up Parental Controls", click on that option. Once the next window appears, click on that newly created account.

Now this page (User Controls) will enable you to restrict the account from doing certain things. Under "Set up how (The Accounts Name) will use the computer", it will say "Parental Controls", now check the "On, enforce current settings". You can also check "Activity Reporting" if you wish to monitor that user accounts usage.

Under "Windows Settings", it should say "Windows Vista Web Filter", "Time Limits", "Games" and "Allow and block specific programs". If you click on the "Windows Vista Web Filter" option. Select the "Block some websites or content" and then under the "Block web content automatically", make sure you select "None" since you're interested in blocking web sites for the time being. Then at the bottom, check the "Block file downloads" option.

After you have done that, click "OK" and exit from the Parental Control control panel.

When the user logs into that account, anything they try and download will simply be blocked. Though, make sure you have password protected the administrator account otherwise they will simply be able to change the parental control settings.

You could also just create a standard user account which will prevent users from installing software full stop. When they try and install anything, they will be prompted to enter the administrator credentials which hopefully they will not have. Though, this doesn't stop things that install in the user's space.

Just tried that way fire wizard, and na it didnt wotk,, well it did work but not how I wanted it to work. I want evey1 to use the same account but just ask for a password or something before it allows you to download a file??

Is the reasoning for doing this is to prevent others from downloading things but at the same time providing yourself an easy access way for when you would like to download something?
