id quite happily do a few, i use different methods for different sleeving and wether i do it shrinkless or not etc.
i certainly wouldnt mind doing that! If we had a section for it

It did, and it was agreed that it was covered by Projects logs.
I see you're thinking; they are few and far between and tricky to find but something else, besides a sub-forum could be done to help this instead.

i dont mind looking after the post, finding any tutorials i can find and linking them etc. As far as i know though, it would need be me that makes the initial post, so i can edit it.

This would be a fantastic idea and I agree it would just get lost so ideally it's own section, a pinned thread over time would get messy, maybe make Davido Labido an underboss to do the moderation.
As OCUK are selling more and more modding supplies surely a section would create sales as most folk are probably put off doing mods as there not sure on what to do and how to go about the task in hand/head.

Pinned thread is a great start, If it gets so mobbed with people that it needs it's own section then It'll probably get it, A pinned thread will gauge interest

If the Mods are not going to do anything about it, why not open your own thread, titled something like "Modding: Tips, Guides and Tutorials".
Use the opening post to list the various subsections, Tools, Sleeving, etc and get the contributors to post their links to their threads or guides/tutorials they have found on the internet, nothing else. The links can then be added in the correct section and be easily seen. Although you would need to keep it up to date daily, to ensure it stays near the top of the Project Logs section.
But it would be a start and may help to get a Modding section, or at the very least a Sticky.
