how can i manipulate a picture (map) which is a pdf file?

You can't use Adobe reader because its read only so you would either need Acrobat or a 3rd party piece of software. Can't remember the name of the one we use at work but a quick search on Google for PDF Edit brings up some freeware examples

If it's not protected (which is rare nowadays) you can just copy and paste it into a graphic manipulation program.

You should be aware though that Adobe compresses all pictures (obviously to make a small PDF file) so you may loose quality.
