ADSL router that limits bandwidth?

Hi,

Is there an router out there than can limit internet bandwidth to selected WLAN users?

My brother is always leeching, and not leaving and bandwidth left for anyone else. Very annoying considering that I pay for it!

i believe the juniper netscreen 5 gt wireless versions can do it, they have some very funky wireless tricks available, but they're a business orientated firewall and retail for about £350-400 so probably not what you're looking for...
