advice making new computer

I got the putting it together sorted i got the guy down the road who owns a computer shop coming to put it together and overclock it all for £40 :P

i am from birmingham icould possibly do it myself with building it but overclocking i definately do not feel comfortable with 1 tiny voltage error and the cpu gpu ram etc is fried

Yeah that is true, but you won't make any errors if you take your time! Up to you, just wanted to say it's an option!
 
Basically there are two things which determine the speed of the CPU. The base clock and the multiplier.

e.g. 100MHz base clock (for a CPU like yours I believe) and x40 multiplier gives 4Ghz.

For the Sandybridge CPUs like yours, you don't change the base clock and this can damage it (because of the onboard graphics I think) so you just up the multiplier.
 
Specs fine, may or may not need a 8pin ATX extension cable, depends if the cable on the PSU is long enough to reach the motherboard after routing behind the case.
