I don't know how to lower the power limit of my card though
but as the only intake is at he bottom of the case, i would have thought a great deal of air will be coming in under the card already. I expect this as my 2 extractor fans are very powerful. 120mm is 1450rpm and 140mm is 1600rpm. And when gaming I have them both on full. When these are on, I would imagine that they are brining in a huge quantity of air directly under the graphics card (as the bottom of the case is the only place with another grill) so that in effect is already a fan for my graphics card. Would another really make much of a difference? I still intend to try that, but i still am starting to think i should perhaps just aim to get a better graphics card with larger fans so it is a little quieter and not as high pitched. I think it is small fans that really bother me more than the volume.Small, quiet, powerful.
You can only pick two. Especially with a case like the Jonsbo. Assuming a mid range CPU, it's probably around 65W but it gets airflow from 2 case fans. Your GPU is twice as much power with no airflow.
It looks like you could mod a case fan to draw in air from the bottom, that might help.
with my knowledge, it think this is too much of a risk. All I do in the software is create a custom fan curve and I would rather not do any of the other things that are more risky.Take a look here:- https://www.amd.com/en/support/kb/faq/dh-020
