Advice on PC Upgrade

Hi guys. I'm looking at upgrading my machine and I would like some advice about whether or not I'm taking the right approach.
I'm going to be keeping the existing case, a Fractal Design Define Mini (Micro-ATX), and graphics card (Nvidia GeForce GTX 660).
I do a lot of virtual labs for work purposes so that's my main criteria - to be able to run a lot of VMs as quietly as possible. I have come up with a list of new components I want to install:
  • CPU - AMD Ryzen 3700X
  • Mobo - ASRock B550M Pro4
  • CPU Cooler - Noctua NH-D15S
  • RAM - Patriot Viper 4 Blackout DDR4 64GB (2x32GB)
I'm trying to be as economical as possible - do these parts seem ok for what I want? Thanks for any help in advance!
 
The cooler is expensive though very good there are cheaper alternatives like the ALPENFOHN BROCKEN 3 which fans run max 1000rpm.


You could also get a b450 motherboard which would save you a bit MSI B450M MORTAR MAX for £70.
