ok could some of you good people please advise me.

I am thinking about buying a secondhand HP xw8600 Workstation

it has dual Intel Xeon Quad Core E5450 3g/hz cpu's , 32 gig of ram and a quadro 256m/b graphics card.

approx cost £850-£900

or would a new intel i-7 be better its for video editing

From google benchmarks an overclocked 4770k would be better, it renders a little faster but MUCH faster in general use when only 1 core is being used.
 
Overclocked 4770k would be better and would allow you to go for a newer platform, should also be lower power consumption than the dual xeon system.
 
The 2 xeons would make 8 cores but benchmarks suggest the overclocked haswell would be slightly faster in threaded apps, and much faster in single threaded apps. Most apps are single thread until you tell it to render.
 
That budget would allow for a low end x79/6core setup; i think he'd get away with a pretty average gpu. But between xeon and haswell i'd go for the haswell.
