Does anyone know if there is a way to turn of the air bag on the passenger side of a Ford Focus 1.6 LX W reg??

should be a key swtich somewhere mate... glovebox? passanger door?

you can buy a resistor kit from ford and the dealer fits it. however its not a key switch option (afaik there never has been on a w reg focus)
once the kit is on the pass airbag is perm disabled.

That's perfectly normal, many cars of that era don't have a keyswitch to disable the airbag,
